Construction supervision is at the heart of every building project, where precision and experience are essential. Edwin Brunner, Managing Director of BauManagement Brunner in Langenrohr, brings many years of expertise in the supervision and coordination of construction projects – from healthcare buildings to complex residential complexes. In this interview, the professional explains the core tasks of local construction supervision (ÖBA) in Austria, describes the challenges and explains why construction supervision is indispensable for demanding projects.
What exactly is building supervision and what forms does it take in Austria?
Construction supervision means precisely monitoring the construction work and ensuring that all work is carried out in accordance with the plans, specifications and legal requirements. In Austria, local construction supervision (ÖBA) plays a central role: it takes on management and control tasks and is responsible for ensuring that everything runs smoothly.
Who is authorized to carry out local building supervision in Austria?
In Austria, only civil engineers and master builders are authorized to carry out ÖBA. Engineering offices are not authorized to carry out public works according to the Trade Regulation Act (§ 134 GewO) – with the exception of offices for cultural engineering and water management.
What tasks does the local building inspectorate perform in detail?
The ÖBA includes construction supervision, coordination of the executing trades, schedule and cost control as well as quality control of planning and execution. This is supplemented by invoice verification, the processing of additional and reduced costs, the acceptance of services and the documentation of the project. ÖBA also acts as a link between clients and contractors as well as consultants, planners and authorities.
When is building supervision required?
Although building supervision is not mandatory by law, it is recommended for complex projects. Building supervision significantly supports the quality and safety of a project.
How is ÖBA integrated into the construction process?
The ÖBA is usually selected during the planning phase and integrated into the project organization. Their work begins with the review of the implementation plans and includes continuous construction supervision. In some cases, ÖBA supports the process from the design phase onwards in order to meet all legal and technical requirements at an early stage.
What are the costs for a building inspection?
The costs for the ÖBA are based on the services provided, often measured according to the scale of fees for architects and engineering consultants (HOAI). Both fixed prices and percentage shares – we are talking here about 5-10% of the total costs – are common.
What legal requirements and standards must the ÖBA comply with?
The ÖBA is bound by the building regulations of the federal states, technical guidelines and standards. This also includes health and safety regulations and environmental requirements.
What role does ÖBA play in compliance with safety and environmental standards?
The ÖBA ensures that all safety and environmental regulations are complied with on the construction site. They are responsible for immediately addressing any deficiencies and fully documenting compliance with these regulations.
How can the ÖBA moderate conflicts between clients, architects and construction companies?
An experienced OBA relies on clear communication and professional mediation. Precise documentation and transparent protocols create a fair basis for the moderation of conflicts.
What are typical challenges and how can they be overcome?
The most common challenges include cost overruns, delays or technical hurdles. Proactive management, forward-looking planning and transparent communication can overcome these hurdles and ensure security for everyone involved.
