By the end of 2027, all buildings in Vienna constructed before 1919 must have a building record. By the end of 2030, this requirement will also apply to buildings constructed before 1945. The goal is to provide even better protection for Vienna\u2019s historic buildings.<\/em><\/p>\n\n

What is a building record?<\/strong><\/h2>\n\n

A building log must contain essential legal, technical, and safety-related information about the building in question. \u201cOn the one hand, it must therefore contain all plans, official decisions, submissions, and occupancy permits or notices of completion. On the other hand, it must also list relevant measures and structural changes, as well as all building components that should be inspected regularly for safety reasons,\u201d explains the Viennese architect and <\/strong>Johann Kaiser, an expert in building condition reports. The latter covers, among other things, structural systems, roofing, facades, and railings. In addition, the current condition of the building must be assessed. The results of this inspection must also be included in the building log. If any defects are identified during the inspection, these must also be listed. A plan for remedying these defects, as well as <\/strong>The dates and intervals for future security reviews must also be available.<\/p>\n\n

Is the building record a one-time inventory?<\/strong><\/h2>\n\n

No, the building log must be updated on an ongoing basis in the future. In addition, it must be maintained digitally and registered via the building inspectorate\u2019s data portal. \u201cThe building log itself does not have to be sent to the building inspectorate, though the inspectorate may request it if necessary,\u201d says Kaiser. Rather, only the confirmation of the building log\u2019s creation and the confirmation of the initial inspection need to be submitted during registration.<\/p>\n\n

Is a building logbook mandatory for all buildings?<\/strong><\/h2>\n\n

In principle, yes. The only exceptions are allotment garden sheds and allotment garden houses, as well as buildings with a built-up area of less than 50 square meters.<\/p>\n\n

Is a building log required only for older buildings, or must it also be submitted for new buildings?<\/strong><\/h2>\n\n

A construction log must be submitted for existing buildings as well as for new construction, additions, and renovations. For the latter, this has been a mandatory requirement since mid-2024; confirmation that the construction log has been prepared must be submitted along with the notice of completion. <\/p>\n\n

Next up are older buildings: By the end of 2027, all buildings constructed before 1919 must have a building record on file. By the end of 2030, this requirement will also apply to buildings constructed between 1919 and 1945. <\/p>\n\n

How many buildings are subject to this requirement?<\/strong><\/h2>\n\n

According to the City of Vienna, there are 31,000 buildings in Vienna dating from before 1919, as well as 23,500 buildings from 1919 to 1945.<\/p>\n\n

Who is authorized to prepare a building record?<\/strong><\/h2>\n\n

\u201cThe building record must be prepared by a professionally qualified person\u2014specifically, a civil engineer, a licensed architect, or a court-sworn expert,\u201d said Kaiser, who estimates the cost at between 800 and 2,700 euros\u2014depending on the size of the building. <\/p>\n\n

What happens if property owners fail to meet the deadline for preparing the building record?<\/strong><\/h2>\n\n

If property owners are unable to submit a building logbook by the deadline, it can get expensive. That\u2019s because the Vienna Building Code provides for administrative fines of up to 50,000 euros in such cases. According to a spokesperson for the building inspectorate, these penalties are imposed individually on each owner or co-owner of the property and are determined on a case-by-case basis by MA64\u2014the Department of Building, Energy, Railway, and Aviation Law\u2014as part of administrative penalty proceedings. Administrative penalty proceedings are also initiated if a defect identified during an inspection is not remedied by the deadline and the authority becomes aware of this.<\/p>\n\n
